It is true that some people may be lucky or resourceful enough to find a wealthy investor who believes in their potential or the potential of their project. It is not completely unheard of either for a private company to be willing to invest in a film if it happens to promote a theme, product or person that they have a vested interest in.
Generally speaking, however, sending out your treatment with a plea for money to the top 100 in the rich list is not going to work. Normally for a private investment, there needs to be a personal or an emotional connection to the subject matter or to the method of realising the film.
Neither a company nor a private investor is likely to fall for investing as a good business proposition as most people will be aware that a short documentary is very unlikely to make a return on investment. Be careful what you promise!
