Film London run the scheme PULSE and supports the the Borough Film Funds.

PULSE
PULSE aims to produce a new generation of film-makers who use digital technology creatively to tell stories in groundbreaking ways. The PULSE scheme is open to new talent in the London region and offers film-makers an opportunity to make digital shorts for a variety of exhibition and distribution platforms. At least 5 films will be commissioned per year. All genres are welcome, including documentary.
The budget range is £4,000 - £12,000 depending on the nature of the project. The running time should be between 1 and 15 minutes.
Borough Film Funds
Film London's London Borough Film Fund Challenge (LBFFC) is a short film-making scheme open to residents of the 15 participating boroughs. They offer great opportunities for funding for first timers.
Lambeth, Lewisham and Southwark Southern Exposure has previously partnered up with the Channel 4 BRITDOC Foundation and Performance Insurance to provide tailor made support and funding for between six and nine projects of any genre or length. Tower Hamlets, Hackney and Newham New Pathways is a production-led intensive training programme for 15 new entrants to film from traditionally under-represented groups. It has been designed to explore new and accessible film-making technology, alternative routes of exhibition and distribution, and how to apply them to a short film production. Applications can be downloaded from the Hackney website.
Camden, Enfield, Haringey and Islington This North London Film Fund is a new short film initiative providing development, training and funding for new and emerging film-makers. This includes a free training programme for people of all experience and ability, providing the skills to develop and produce a short film, plus an opportunity for new and developing film-makers to apply for grants of up to £3,000 to make a short film. Barking & Dagenham, Redbridge and Havering Eastern Edge Film Fund The fund aims to support new film-makers taking their first steps into independent film-making. Up to 4 grants of £1,000 are available for film-makers aged 16 or over, living, working or studying in one of the 3 boroughs. Successful applicants will also get access to office space, training and hands on one-to-one mentoring from an Executive Producer. You can apply through the Film London site
Wandsworth and Westminster Wandsworth and Westminster Film Awards For more information about the Wandsworth Fund check out their site. Up to £4,000 is available to film-makers who live, work or study in Westminster for the production of new work or the completion of film projects.
