The Arts Council are major funders of individual artists, major art projects and art organisations.

Strictly speaking they don't fund film - that's the role of the UK Film Council but they may fund artists working with film either directly or via another organisation. They don't fund documentaries about artists though.

They co-funded the BRITDOC Art Scheme with the Channel 4 BRITDOC Foundation to fund 4 major artists to experiment with documentary film and they are also co-funders of the VODO project listed on the Online Distribution page.
